CFMA and Industry Updates Presented as the Game of Jeopardy, in an audience participation Game Show Format, including, but not limited to, the following categories:

  1. Construction Financial Management Association Trivia and Update (National and Local).
  2. The status of the construction industry at the county, regional and state level, post-Harvey.
  3. The status of the construction industry nationally, post-Irma and Harvey.
  4. Legislation in the last Texas Legislative Session specifically affecting the construction industry.
  5. Surprise!!

Earl Harper is currently Senior Vice President of Capital 1st Credit, a national leader in the commercial finance industry providing financing and financial administration for construction and service contractors working on publicly funded and private commercial projects. Earl has more than 25 years’ experience in corporate financial management and employee benefit program administration, with a concentration on construction and service contractor finance. His financial management background includes service as Senior Vice President, RMP Capital Corp.; Managing Partner of The Flexion Group; Senior Vice President, Partners in Funding, Inc.; Vice President, New York Life Insurance Company/NYLife Administration Company; and National Government Sector Director for Government Contractor Administration, Century Business Services (CBIZ).  A combat veteran with the 5th Special Forces Group in Vietnam, Earl retired from the Army as a Colonel in 1990. He is a graduate of the U.S. Army War College, Carlisle, PA; the Command and General Staff College, Ft. Leavenworth, Kansas and Iowa Wesleyan University, Mt. Pleasant, Iowa. He was inducted into the U.S. Army Officer’s Candidate School Hall of Fame at Ft. Benning, GA; is a life member and former national officer of the Veterans of Foreign Wars, currently serving on the board of directors of the Texas VFW Foundation; is a life member of the Association of the United States Army and the Special Forces Association; past president and past member of the board of directors of the Central Texas Chapter of the Construction Financial Management Association and current member of the board of directors of the Surety Association of South Texas. He and his wife, Anne, live in Austin, Texas.
